For the record, Congressman Walter Jones Jr. spoke to our Insurance Association back at the end of June and suggested the same things you noted (Tort Reform, Portability, etc) and fixing one problem at a time rather than pushing thru one big piece of legislation in search of some magic fix for everything. I agree with both of you!
